A Walkable Downtown— A pedestrianization project strategy for parking management. 

Prior efforts to plan parking resources have focused on the convenience of the motorist. This has resulted in incoherent policies and regulations, with inconsistent enforcement, and a pedestrian‐hostile environment. The purpose of this planning effort is to provide an optimized experience for the pedestrian. If the pedestrian experience is enhanced, it is expected that motorists will be happy to park a few blocks from their eventual destination, and take advantage of the many features in the downtown district.
