Mary Hartley leads the Downtown Chico Business Association (DCBA) with a focus on collaboration, transparency, and practical support for local business. As the owner of Tomfoolery—a Chico staple for more than 40 years—she brings the perspective of a working retailer to board leadership, aligning day-to-day needs with long-term goals. Her priority is simple: to keep Downtown welcoming, lively, and resilient for everyone.

Celeste directs DCBA operations and partnerships, bringing over 20 years of experience in nonprofit leadership, events, and marketing. She works to strengthen the downtown economy through strategic planning, fundraising, and program development. A connector at heart, Celeste builds collaborations with businesses, the City, and community partners to turn ideas into visible impact.

Megan produces DCBA's signature events—some with histories spanning more than 50 years—that foster community and celebrate Downtown Chico. From festivals to seasonal programs, she works to ensure each event is welcoming, well-run, and true to the spirit of downtown. By coordinating vendors and volunteers, managing timelines and permits, and collaborating with sponsors and merchants, Megan helps create experiences that keep the community connected and coming back year after year.

Rayce runs the Downtown Welcome Center, serving as a point of connection for visitors, businesses, and the community. He also supports Thursday Night Market, Friday Night Concerts, and other programs by booking performers, coordinating volunteers, and maintaining vendor and visitor information—all to make downtown more accessible and engaging for everyone.
