Frequently Asked Questions About the Downtown Chico Business Association


What is the DCBA?

The Downtown Chico Business Association (DCBA) was formed in 1975 by downtown business owners to plan for the future of downtown and ensure its economic vitality.

DCBA is structured as a Downtown Chico Business Improvement District (DCBID), which means businesses within the district pay an annual assessment through their City of Chico business license. By contract, DCBA must use those funds for purposes allowed under California law (see Chico Municipal Code Chapter 3.34), in alignment with the Management District Plan. These uses include:

  • Acquiring, constructing, or maintaining parking facilities for the area
  • Decorating public spaces
  • Promoting public events in downtown
  • Providing music and performances in public areas
  • Supporting and promoting retail trade activity

Over time, DCBA has grown into a marketing and community organization dedicated to helping businesses succeed while strengthening Downtown as the heart of Chico.


What are DCBA's boundaries?

DCBA represents roughly 40 square blocks in Downtown Chico, encompassing hundreds of businesses. The district is defined by street and creek boundaries and includes both the retail/commercial core and surrounding areas. (Exact description pending board confirmation.)


What does DCBA do?

DCBA keeps Downtown Chico thriving by supporting local businesses, creating memorable experiences, and making sure downtown has a strong voice in the community. Guided by our three-year business plan (2023–2025), we focus on creating impact today while building long-term sustainability.

Representation
We speak up for downtown on issues that matter - from parking and maintenance to city ordinances. Our staff and board serve on community task forces and committees so downtown is always at the table when decisions are made.

Business Support
We connect with business owners, property managers, and potential tenants, offering resources and guidance to help businesses adapt and grow downtown.

Events & Community
From beloved traditions like Friday Night Concerts and Slice of Chico to holiday favorites like Treat Street and Christmas Preview, our events bring people together and create lasting memories in the heart of our city.

Services & Marketing
We help beautify downtown with programs like the planter project, publish the Downtown Chico Business Directory, and lead marketing efforts that highlight downtown as the place to shop, dine, and connect.


Who makes this happen?

DCBA is powered by people who care deeply about the future of Downtown Chico:

  • Board of Directors - 15 elected members representing downtown business owners, property owners, employees, and community members who guide our vision and priorities.
  • Staff - A small but dedicated team that manages daily operations, events, communications, partnerships, and business support.
  • Volunteers - Committees and individuals who give their time, creativity, and energy to make our events and initiatives possible.
  • Strategic Partners - Community allies such as Chico State, Explore Butte County, Butte College, and the City of Chico.

How is DCBA funded?

Our work is made possible through a mix of funding sources that directly support downtown businesses and community life:

  • Business Assessments - Every business in the Downtown Chico Business Improvement District (DCBID) pays an annual assessment through their City of Chico business license. These funds are invested back into services that benefit assessed businesses.
  • Events - Revenue from long-standing traditions like Slice of Chico, Treat Street, and Christmas Preview helps sustain our programs and celebrations.
  • City Contracts - DCBA manages services such as downtown planters through agreements with the City of Chico.
  • Community Support - Sponsorships and donations from local partners and nonprofits expand what we're able to do.

In addition, starting in 2023 the City of Chico approved a three-year funding agreement to strengthen DCBA's operations and revitalization efforts. This investment focuses on four key areas: Organizational Rebuilding, Marketing & Communications, Events & Promotions, and Placemaking.


How do you get on the Board?

The DCBA Board of Directors includes 15 to 21 people who represent both downtown businesses and the wider community. At least nine directors are active downtown members in good standing, and up to six seats are held by non-affiliated individuals such as community partners, local institutions, or nonprofits.

Board members serve four-year terms, with a limit of two consecutive terms before taking a one-year break. Elections are held at the biennial members' meeting, and vacancies can also be filled by board appointment.

How do you get involved in events?

Downtown Chico's traditions thrive because so many people take part - from businesses and nonprofits to residents, students, and community partners. Whether it's handing out candy on Treat Street, hosting a booth at Slice of Chico, or helping light up the holidays at Christmas Preview, there are countless ways to get involved.
